HELP error when trying to load the sa1 config tool and trying to load sa1 mod manager

so I recently went to reinstall sa1 and remembered how the modding scene is awesome for the pc version and found BETTER SADX. So i did a clean install of SADX on steam and ran the BETTERSADX 4.4.5 exe and installed the dreamcast option from the drop down menu. then I try to open the config and get this error. I also get the same error when trying to open the sa1 mod launcher. I copied the details page in case that helps

seems to be some sort of error related to Microsoft .NET
not sure what to do about it since nobody else is reporting this issue either

try reinstalling your .NET redists if you are on an old version of Windows (such as Windows 7) or if you are on Windows 10... uhhh I have no idea how to fix that.

you can also try manually updating the SADX Mod Loader and Manager http://mm.reimuhakurei.net/sadxmods/SADXModLoader.7z just it case it got corrupted or something. Replace what you have in the install folder with the files from this archive.
