Preventing TF2 from moving the chat and possibly other panels.
So Whisker told me you can stop this by using

event CompetitiveGame_LowerChatWindow
{
}

event CompetitiveGame_RestoreChatWindow
{
}

event HudTournament_MoveChatWindow
{
}

I googled where to put it, slapped it at the bottom of hudanimations_7hud.txt and so far it seems to be working as advertised.

The problem this fixed for me:

This fixes the problem I was having where chat and my building status panel would intermittenly force themselves into default positions (bottom for chat because I was using an basechat lower, but not the edited ypos i set it to) and to the bottom for the engi building status panel.

This was annoying because the lower basechat position by default clips with a hud element when spectating and the chat box would also sometimes be long enough to clip with my health number. This position also caused the engi panel to clip with chat despite editing its ypos value to raise it too. And to cap it all off using hud_reloadscheme to fix it actually lags my game so much that it causes the invisible players glitch. >_>

Also the hud in general just looks much better with top chat and lower engi build panel IMO so I'm glad I can use those. I dont know for sure if it fixed the engi building panel randomly moving thing because I'm keeping it in its lower position but effectively it did.

I still sometimes get the uncloseable item drop screen that forces me to restart but I at least figured out it wasnt related to parties. https://i.imgur.com/gj8rzIy.jpg Party chat is open in that pic but i wasnt actually in a party i just misclicked it at some point. Next time I open TF2 I'll be able to accept the crossbow drop as normal.
