If i played - i'd never buy achievements.
From what I understand the achievement shop is some sort of meta joke on achievement hunting. The flavour text in the shop and the NPC dialogues on it are rather sarcastic too.
I finished the game today with 60 hours.
To be honest, NieR is one of those games that really deserves the time invested in it.
You can wrap up the game in 30 hours if you rush, then grind money to buy achievements, but it's rather tedious and simply not fun.
Or you could play the game and enjoy the story. For me it was quite an obvious choice.
For Nier i cannot say, i think all depends on which achievements are available to ingame currency
