^This. If there wasn't a hard limit someone would probably end up breaking the system at some point by adding too many.
In any case, this will definitely accelerate people's lack of interest in those games.

I don't think you really have the authority to decide whether or not someone else considers themself as an achievement hunter.
The limit doesn't retroactively affect old achievements, it just prevents new achievements from being added if 5000 or more have already been created.

i would be more happy if it would be 1500 and indie games should have a limit of 100. that could be more even for indie games if developers prove that it comes with real content. Well, wishes, but at least so we wont see games with 100k achievements.
I don't think it's really fair to put such a ridiculously low limit on indie developers compared to other developers. If indie developers aren't trustworthy then they shouldn't be on the store in the first place, so assuming they can't be trusted by default doesn't make a whole lot of sense. And besides, it wouldn't necessarily even solve the problem. All the developer would have to do is "prove themselves", and then add more achievements later on.
Also, how exactly would a developer "prove that it comes with real content"? Valve doesn't have time to individually check every single game. And how are we defining "real content" anyway?
The fact that there's a limit at all is enough on its own. Imposing further restrictions on certain developers and limiting their access to the Steam API (especially when they're giving a sizeable chunk of their earnings to Valve) is just not a good idea.
