RULE OVERHAUL WOOT

I am happy to announce that our Rules list has been updated!

Major changes:
-Crates are now valid currency
-You can now auction and pay with items from your Steam Inventory (only Coupons, Emoticons, Profile Backgrounds, and Trading Cards, however).
-Untradable and Uncraftable items may be auctioned off or used as payment. Please use gift wrap for untradable items; see backpack.tf for prices on uncraftable items.
-Users planning on offering items for auction may now select a starting price that suits them.

Please see the updated "Auctioning Rules" for a more detailed explanation on what has changed.
