Some things to try:

-right-clicking the game
on steam and choosing Manage->Browse Local Files, then go to /NPP/npp.conf and edit it to 1920x1080, windowed, and see if that helps

-sometimes the problem is OneDrive/Avast/WindowsDefender blocking

OneDrive/Avast/WindowsDefender blocking the game from writing save data to /Documents/Metanet/N++; try to allow this/greenlist the program/disable anti-virus in this case

-update your GPU drivers

-try adding "--renderer=D3D11
