Frame gen and DLSS can both cause ghosting with fast moving objects in games. No real fix for it as it's a side effect of the AI doing its job with how those settings are made to work right now.

Try pressing ctrl-alt-del and going to task manager, then open up resource monitor. Look for hl2.exe and pin it with the checkbox. Make sure you are on the disk or process tab. then keep an eye on which files it reads and writes to. If all else fails update windows, nvidia, mouse/keyboard driers, reboot, and try again.

Besides DLSS and DLAA being broken, The FPS cap won't limit frames either in game or even when set on Nvidia control panel
