Putting aside my personal feelings for VOID and their decisions over the years and speaking objectively:
The game is fun for your first playthrough but once you finish every level there's not a whole lot of replayability. Even if the RNG mixes things up slightly each time you can still pretty reliably predict where every suspect, hostage and objective is going to be.
Playing solo can be frustrating if you're not the kind of person who likes to play super slow, since you really have to babysit your teammates. They're more like turrets with legs than actual thinking officers, so you have to make sure to park them in the correct corner facing the correct way to get them to actually react to threats. Sometimes you have to order them to just hold their position midway through a room clearing because if you don't they'll just recklessly keep flowing into nearby rooms or make a beeline into an obvious killzone to grab a piece of evidence.
The suspect AI isn't much better since they rarely leave the rooms they spawn in and only have patrol routes that take them through maybe one or two rooms. When the shooting starts and the suspects are alerted they don't do anything more than just find a corner in a room and sit there staring at the wall. They're not particularly aggressive unless they happen to be right next to the room you're in and then they'll just bum rush into the room with no regard for their own safety and get lit up by your entire team. I'm not sure if them taking hostages is a random chance or is scripted because I only ever saw it happen one time on Greased Palms.
The gunplay is pretty satisfying but the variety of weapons is for looks more than anything. 5.56 and 7.62 reliably kill both armored and unarmored enemies in 1 to 2 shots, so it's really just a matter of picking the rifle you like the most or has the least recoil. SMGs and pistols have way too high TTK and the recoil on successive shots tends to be horrible on handguns so you'll likely end up just mag-dumping the air around a suspect instead of hitting them.
Armor really doesn't mean much besides how much gear you can carry with you and how fast you move. In my experience the suspects almost always tend to hit you in the legs or arms so running full plates is kind of pointless.
As for the multiplayer I can't really speak on that since I haven't played it with anyone else. I don't like playing with other people.
Largely agree, but I've only played Standard thus far and have had enemies take hostages NUMEROUS times, nearly always resulting a civilian death so I end up having to restart to try to S rank it. I've also seen a lot of aggression and roaming/hunting, particularly in Sinuous Trail and Valley of the Dolls, often resulting in at least one officer death and thus a restart on my part, due to the inefficiency of the SWAT AI as you described. Given the experience I've had on Standard, I can't even fathom how stupidly unfun Hard would be in SP.

Yeah, it's not awesome. The enemy AI is completely inacceptable on hard, to the point where I don't even bother. It's just not fun. It's very annoying that it's still the case after all this time. I hate resorting to mods, but I did for that.
