I also had the same issue. Ended up just choosing the option to already have planets stabilized. One thing I noticed is that the planets are always different lengths from the sun. That means that the settings you need to stabilize them are always different. For example,. one new game started me right next to the sun. I put the surface and cloud reflection all the way up and the temps were still crazy.

Yeah I haven't been able to recreate it yet unfortunately sorry, I'm experiencing a double loading screen though. Wherein I load up on a depth but then it loads once then another time aaaand I'm stuck in that loading screen until I return to lobby

Assuming by "fine", you really meant that and not "bounty", you never turn yourself in for those. That's only an option for bounties. Stations controlled by that faction only grant you anonymous access until you pay it off, but there is no other penalty afaik. You don't go to jail for fines.
