I would guess the problem is you have not enough good import/export opportunities, but a lot of trade centers that are then trying to somehow make end's meets?

In particular for munitions, I think you setting subventions might genuienly encourage the trade center to trade 'at a loss', because the subvention might not show up in the price calculation (57 to 52 is not even a 20% margin, so if you're offering that much as subvention, it should be profitable for the trade center to do that 'unprofitable' trade. At your government's expense).
