The problem is not keybinding, but game coding of said controls and how they response to them. It's very slugish (put not intended), clunky and rng when slugcat doesn't do what you trying to do when you're trying to do any movement techs. You constantly figthing controls.

I don't agree at all. I have around 50 hours of playtime and experienced no problem with response delay at all. Either your computer for some reason can't handle the game, or you're expecting actions to be super snappy and are frustrated with the naturalistic way the actions are performed by the slugcat. When you press jump, you won;t go flying immediately, the scug has to do a little crouch to actually launch itself to mimic how a living creature would do it, for example.
Movement techs as you called them aren't coded badly, they just frame sensitive and take skill to pull off. Take backflips (which I myself I struggle with still, mind you) - they work perfectly as intended and if you actually have the right keys pressed at the right times, they work just fine. It's just that it's difficult to press some keys and let go of others in the short window of time that's required to actually execute the manouver.
Spear throw direction change is the same - you expect the spear to go flying immediately after pressing throw, when the scug has to actually wind back their arm and then toss it, which takes a frame or a few. If you change directions you're moving before the scug lets go of the spear, then obviously the spear will turn as well since it's still held and will follow the hand.

It's a system that's frustratingly difficult and requires patience and tight precission. That sort of thing isn't gonna appeal to everyone, I'd even say it's more of a niche thing and a lot of people will struggle with it and dislike it because of that, which is fine. It is not badly coded though. You're just expecting snappy action platformer controls like Megaman X from a game that is not about that sort of gameplay.
