You're missing the point. It's not about "defending some fictional character's rights", because it's not a question of "rights" to begin with; that is a legal problem, this is about a moral problem.
The moral problem is that people are deriving sexual pleasure from, specifically, underaged women.
Now, let me clarify something, and this will be long but it needs to be said: I do understand that there is an extra dimension to this problem with respect to the characters being fictional, in that it's not that people are specifically attracted to the fact that the character is underaged, but simply to the character's attractiveness. This isn't explicitly a pedophilic tendency, being attracted to beauty is a healthy, normal trait.
Furthermore, most modern fiction doesn't even really pretend to give characters age-appropriate behaviour, so in games like Persona 3/4/5, most of these so-called "teenagers" act more like College/University-level young adults (especially Naoto, Rise, Mitsuru, Ann, Yukari(debatable), Haru, and Makoto; same applies to the men). This definitely contributes to the issue of (and I hate to use this word, but there's no alternative) "normalizing" the idea of being attracted towards minors. Note my wording is very specific here: it isn't an actual attraction to minors that's being normalized, it is the idea of being attracted to minors that's normalized.
What I mean, to explain in more detail, is that these characters - both presentation-wise and behaviourally - are almost indistinguishable from that of a young adult's. It's kind of like how, in a lot of Japanese manga/anime, the author imagines and draws up an entirely female character with 100% female characteristics and behavioural traits, even gives them a feminine voice; and then they say "she's a guy actually LOL!!!"
Being attracted to this character, as a straight man, is not indicative of being gay, because the character literally has 100% female characteristics and traits; but it nonetheless plants the idea in your mind that you are attracted to men.
It's a very elaborate form of the Word/Concept fallacy: Simply attaching a word to a thing does not actually make it embody the concept that is in question. The shift between fiction and non-fiction makes this very hard to grasp, however; in reality, there are teenagers who present as young adults, and you might be attracted to them as a result of how they present themselves, but the reality is that they are, nonetheless, teenagers, and often-times knowing the full context of a person changes your disposition towards them; knowing the context of a teenager with a very adult self-expression would likely disincentivize how attracted you are to them.
The same isn't 1:1 true for fictional characters, because they don't really have a historical context. They are written to start existing at a certain age and point, and this often doesn't include a whole chronology from the moment they were born to the period in which the action of the story begins; you don't see them babbling or playing with dolls, you don't see them learning how to speak or learning how to do their times tables, you don't see them figuring out the way the world works; you just see the story begin with them at a specific age, and depending on how consistently or accurately the author presented those features, you can either get a character that accurately portrays someone of their age, or one that doesn't, and that is usually a fault of the author.

What this all boils down to is that there is a clear dividing line between genuinely "minor" characters in a piece of media, vs. pseudo-minor characters who almost totally present themselves as young adults, but are minors within the story's lore. The latter has the same logic of being attracted to characters that are drawn and written to behave and appear 100% like a woman, but just have the lore tag, "Is a man"; the former is a genuine pedophilic desire.

To explicitly point it out: It's the difference between being attracted to Futaba Sakura, vs. being attracted to Makoto Niijima. Futaba is very explicitly a minor and nothing about her behaviour, expression, or appearance indicate that she is anything but a minor. Makoto, on the other hand, could easily be mistaken for a run-of-the-mill University freshman; even if you take into account that she's explicitly trying to be more mature than she is, nothing about that fact implies that she's necessarily a minor, because even young adults struggle with that transition into adulthood, and her behaviour isn't contingent on the fact that she's a minor, but on the fact that she and her sister are pretty much alone and left to fend for themselves.

And, ultimately, the problem stems from being attracted to explicit children/teens. "It's just fictional" doesn't change the fact that you are specifically attracted to children/teens. "Violence in video games", as a comparison point, isn't a problem because the vast majority of "violent video games" aren't played for the aspect of violence, rather the violence is a facilitator of the strategy, gun-play, skill-based matchmaking, etc. that is what is actually being sought after; but if you were playing a game like Battlefield because you loved hearing the death throes of your enemies as you violently stabbed them with a bayonet, then you should be put on a watch list.
