One of the biggest issues I've encountered in DOTA for some time now is folks refusing to be polite and communicate / coordinate basic plays (push mid, retreat, let's rosh, etc.) If folks suggesting calls because no one else is is perceived as "whining," it sounds like you may be a solo DOTA player, which is what unranked is for (apologies if I'm misunderstanding your OP). There are some folks who don't grasp some social niceties and will try to micromanage heroes, itemization, or roles they have differing opinions on (or know nothing about) rather than suggest or have a civil discussion, which is indeed frustrating and comes across as "whining." However, the overwhelming majority of time when I hear people be toxic ("shhh," "stop whining," "♥♥♥♥ you," etc.) is in response to folks trying to politely suggest calls, how to counter a hero, or coordinate itemizing as any rational person in a team game would... just because they want to play DOTA like a solo player game.
Team games require communication and coordination, sometimes with folks you might disagree with. When folks refuse to make or listen to calls, team games don't work. Sadly, if you play with folks under 4k MMR, a lot of them are under 4k MMR because they WON'T play DOTA as a team game. If you're in trash tier (2k or so), folks doing even rudimentary plays like "we won a team fight, 3 enemy are dead, we're all alive, let's push" is frequently enough to win the game.
As long as DOTA is thought of as a solo player experience, it won't be fun and winning will be hard. Team games require communication and coordination, whether it be football, tennis doubles, or DOTA2. There are a lot of awkward nerds playing this game too, so maybe give some the benefit of the doubt, or politely point out something isn't helpful rather than rage (another thing I see far too often).
