They need to add more rewards for sure. Right now the rewards range from useless at best to encouraging dupers at worst. If Invasion PVP stays removed then they need to balance the game and increase the rewards significantly more however CI Games hasn't created anything new or balanced the game in a very long time.

It's just Blizzard monetization department being exceptionally bad pairing great weapon skins with mediocre costumes and vice versa. Or perhaps they are too rich and don't need money at all
