I think he talking about quest that are not story quest. For example lets say Conner wants 3 fish. Everyone has to individually turn in 3 fish. Even Stardew is like that those are called personal quest.

If you are talking story then that is a bug. Every time me or my friend completes a story quest (ie the museum) a popup says a cutscene about to start and we both see it however only the person that actually turned it in appears in the cutscene.

If you are using any VPN or network accelerator app then that might be causing the issue. You would need to turn those off for the error to go away.

If you aren't using anything then try a DNS, cloudflare's 1.1.1.1 is good. If that still doesn't work then I recommend trying out their WARP client, helps a lot with server routing and server issues https://one.one.one.one/
