Ranked choice elections in the game do not necessarily work exactly as they do in real life, which is why there wasn't any run off. The game uses multiple rounds of voting. If no candidate gets 50% of votes in the first round of voting, then the candidate with the fewest votes is removed from the second round of voting and all of their votes are given to other candidates (based on the voters' ranked choice of the remaining candidates). This process continues until one candidate has received more than 50% of votes.
The game does not currently have the ability to display multiple rounds of voting, so it just shows the last round. Any candidate who was removed by the last round of voting is displayed as receiving 0 votes.

If, however, it is a state-level vote (such as governor or senator), the election map will show the first round of voting, and the side panel will show the final round of voting. It is confusing, but given the election system the game uses, that is the easiest way to display everything. The ranked choice voting option wasn't added to the game until after the election system was created, so it had to be incorporated into an already existing system, which is why it does not work as it ideally should.

Lmao I gave up on this franchise as soon as they moved it away from basic steam activation and forced you to migrate to their platform to play it. The game... that you paid for. Nah. Nice to see it's still a trash heap of endless, overpriced DLC cash grabs.
