Absolute worst case we'd need all 12 numbers in this kind of pattern: https://imgur.com/a/XFXYuX9 Though I don't remember any dark stars outside the wind island.
That is the exact pattern needed for the boxes, with each island having three numbers. The numbers are found next to a either a key, hidden star, or two stars (I am unsure about that last one). I'll spoiler the actual solution below.

You have to move the boxes into a square around the element images, with each key number going into the corner and a two star going to it's "left" and a hidden star going to the "right" like how Goblin showed off.

Stoney Cliffs & Caverns
Key 11
Two star 1
Hidden star 0

Tidal Reef
Key 2
Two star 9
Hidden star 10

Raging Volcano
Key 8
Two star 4
Hidden star 3

Frozen Spire
Key 5
Two star 6
Hidden star 7

Even though this one was solved ages ago, one thing I've noticed is that the pattern is not as arbitrary as it may seem at first. With some observation, you start at Earth 0, then go as the natural island progression dictates (Earth -> Water -> Fire -> Wind), counter-clockwise, skipping every other tile, until Wind 5; and then you go back the other way around: Wind 6, clockwise, until Earth 11.

I guess figuring that out is, naturally, made easier or harder based on what four numbers you get at your current gameplay. But it makes me wonder whether it was indeed intended by the devs as a "community puzzle" (as stated before) or rather something the player was supposed to find out on their own (i.e employing logic/trial-and-error to find the remaining sequence from the initial 4).
