Even on 120 seconds if you chase for longer than that they get multiple uses per chase. At that point against most survivors they probably get multiple uses of there exhaustion use per chase aswell. That is why chase-length comes into it. If it was 30-40 seconds but does not recharge during chase then they would only be able to use it once per chase unless they managed to break chase enough times to recharge those 30-40 seconds meaning in a 5 minute chase they still only get one use.

As for getting more fog vial uses then sure in theory you can pop it every minute off cd. But why? That means most of your pops will probably be while you are not in chase meaning if the killer is not actively in chase then good job, you put your item on cooldown and helped him find a target to chase. That would be like using Lithe ( without having quick and quiet ) just because it is off cd and you want to get max uses during the match. Yes you are using it more but as a result you are simply getting less value since you get 0 value out of the use while helping the killer find you and now you do not have it to use while in the chase.
i don't get your first point. who is committing to chases for two minutes? and why?

the only benefit i see of keeping it 60s is hoping survivors use it offensively and suck at using it. other than that, there is no benefit.

and if survivors are bad anyways, you will beat them. shrug

like i'm also for making sprint burst have a longer cooldown too. for similar reasons. like you're not going to tell me if someone used sprint burst just because they weren't in chase with you, that means sprint burst isn't all that. like the way to use fog vial isn't only in chase. it hides auras. you think about the item way too 2 dimensionally.

a two minute cooldown will not gut the item, it will just nerf it slightly to tone it down. this is quite literally what people want to happen. i don't see or understand the pushback. if anything, your suggestion of it not regenerating in chase could nerf it more than mine would, depending on the chase... it would make it worse for people who are good at chase, which are probably the good players, you know, the people who would use toolboxes? i thought we mutually agreed we didn't want these people to go back to toolboxes?

I know it also blocks aura reading, so what perks are you trying to counter? Do you plan to pop it off cd anytime someone is about to be hooked incase of bbq? Or mabye everytime someone is about to be unhooked incase the killer has floods of rage? Or perhaps just randomly off-cd incase the killer happens to open a locker at the same time to try find you with Darkness Revealed? What about anytime killer goes to kick a gen, you going to throw up a flare to hide from ' no where to hide ' ?

As for who it would nerf, people who are bad in chase will go down regardless of the item and people who are good in chase really don't need the item in the first place. I know that I will be taking it into games as survivor not to lose the killer, simply to drop it infront of them anytime they are in a chase to try get them to go for me. Helps the teamate ( potentially ), less bm than just spam clicking a flash light at them and hopefully gets them to chase me instead so I can have fun with the killer instead of killer ignoring me and having to sit on gens.
