PAK support is coming in a future update, as it's necessary to support automatic loading of games like Quake 1 & 2 from the mod menu. Since the PAK format used by Half-Life is the same, that will naturally extend to GoldSrc as well.

The kind of people who feel the need to smurf will just pay that cost. It sounds like it should work, but it doesn't. Besides, a lot of what we think are smurfs are actually boosting services, there isn't a new account being made, just a password given I guess? Same end problem but worse.
Smurfs aren't as abundant as we think they are. They're a problem, but most of the time, it's just a lost match against someone who beat you, not a smurf.
The matchmaking is a bit wonky right now, it's entirely possible you aren't being put up against a smurf but just straight up a high ranker on their main account, because that's the matchmaking right now. It'll get sorted eventually, and on the bright side, it makes every game really intense.
