Not exactly. I believe it does have a somewhat high damage value, but it also has piercing properties, both through walls and through enemies: this means that on enemies such as Spark Gunners, it can deal high damage with just a single shot.

This matters because Spark Gunners open up for brief periods, and have very high health values. Any other version of X is bound to run into an issue with this without using weapons or Nova Strike, as all of them have a limit to how many uncharged shots can be on screen, and even up close, you can't just bypass the limit entirely, making it very hard to defeat them without waiting for longer even as armorless X if doing increrdibly well, and Gaea Armor's charge also doesn't work well against them due to said limitations.

Spear Charge deals high damage with piercing properties in a single shot, so from what I remember of testing it, it works great against these enemies and other high health enemies in X5. I'll test again just to make sure, though.

He actually had nothing to do with it, pretty much. It was developed by the same staff as X6 and the Xtreme games, and while some developers are shared between X4 and X5-X6, a lot of the X4 staff went on to work on other projects.
