Actually, the limit is the inserters. The belts can carry more than the inserters can feed them. I don't know how the piping works on Aquilo, so that might make it harder to cover all the inserters. The belts shouldn't be a problem as you can combine inserter output onto fewer belts. Using 1 belt per inserter would be the worst possible design, I think, since each belt should be able to handle even a legendary stack inserter's output in one lane. Design, however, would be simple, except on frozen ground that is.
Bots get frozen on aquillo, and they're useless except for building with blueprints.
All ground of Aquilo is frozen, and every machine, including inserters and belts, have to be placed next to heat pipes at all times in order to function. That is, adjacent by 1 tile.
I was simplifying 'one inserter' to 'one belt' because you could simply place 1 to 1 in a perfect world where you have legendary stack inserters, and then merge the belts on either side into one doublesided belt. But that doesn't work on aquillo so your max is about 15~ total belts with some hijinx of throughput, so that's roughly 900 items per second of throughput. only nine hundred item per second maximum resource input on aquillo, a planet where you absolutely have to have materials for every single building brought to aquillo (or just the buildings themselves) a planet where you absolutely have to have to painstakingly assemble rocket silos, you have to belt deliver processing units, belt deliver low density frames, EACH of those things has to come from the cargo landing pad, and each of those rocket silos needs to also receive whatever you're launching via belt.

There's just throughput issues no matter which way you look at it. And behind all of those issues, fusion power and railguns are locked. The entirety of my solar empire is crippled trying to produce legendary modules and legendary stack inserters and legendary beacons and legendary autocrafters to make aquillo work hard enough to bring materials to the rest of the solar system, just so that I can put enough material effort to aquillo, that I can extract the resources (read, stuff that MUST be crafted on planet, I have the raw resources) I need to beat the game.

Thirty rockets per minute is nothing compared to what I launch off of every other planet, and I intend to push aquillo well beyond this point one way or another. If I have to start sending down electromagnetic plants and then disassembling them on aquillo for the plates, I will, my massive barges have that kind of storage capacity. It's just a matter of game limitations.
