Oh, maybe if you've had it installed before and did something like lock the gameusersettings it borks the UI?

%localappdata%\MW5Mercs\Saved\Config\WindowsNoEditor\GameUserSettings.ini

If you delete that file, it will regenerate next time the game is booted (but you'll lose any settings you have set). Might fix it if you aren't on a beta build like Phfor mentioned.
