The main thing I'm seeing here with a lot of the characters being referenced can easily be summarised as "They all need a good amount of refining to make them more suited to the gameplay style."

I've been dabbling across all characters and maining between nearly half of them - nearly all characters need touch ups/downs in some areas from movement to ability damage, to cool-down timers and ultimate duration's... hell, the Panda is probably the only character I personally don't believe needs any changes.
Medic's I also don't feel need much changing either - only thing would be for anyone choosing to play medic to actually perform their role of healing and reviving rather than going right in chasing kills (But Dev's can't do anything about that, that's player choice).

Every other character however needs numbers changed - whether those go up or down is certainly up for debate; like Norman's Ultimate duration (Because having both played him a fair amount and gone against him, even I can admit his Ultimate feels endless and can just obliterate over half the enemy team so long as you hit the Players first) or Jacks Projectile Launcher (Because as someone who plays Jack frequently, even I can say the Projectile launcher is kind of wild).
It's why in a review I suggested that abilities with high damage levels have reduced damage and are instead compensated with debuffs, with suggestions including Bleed, Flash, Disorientation/Concussion, Tracking, etc.
Tactical abilities in my (More than likely unpopular) opinion should be more of an Advantage-gaining item rather than an outright kill item (Unless it is a straight up Grenade or Rocket Launcher). Some characters already have debuff delivering items - I just feel this needs to be expanded upon.

In terms of bot's ignoring Akai while camouflaged or playing as anyone while in smoke - I have not had this experience. There have been occasions bots ignored me while I stay in the bubble, but most times I get more lit up than a Christmas Tree. As for smoke, I get lit up like the smoke isn't even there by bots.

Anyway, point I'm making is pretty much every character needs some kind of number change across nearly everything - ability damage, cool-downs, & Ultimate duration's. The core of the game is solid, but the edges are extremely rough... but that's one of the many reasons an E.A is for; so that we can find where exactly things need smoothing out for the dev's.
