5 levels beyond the listed requirement and had to use the console command as suggested here on the forums.

Wolcen devs didnt give up due to the pressure of making a good arpg. They literally made a post about why they had to stop. What ur saying had ZERO to do with it.

It was the engine they chose. They even admitted it was the wrong choice for an engine as well as the engine wouldn't let them optimize preformence further than they already did. As well as the engin limiting them causing them not to beable to do content and things they wanted to do.

This is interesting given (imo) Wolcen still runs and looks better then most modern aRPGs that are releasing, especially in UE5. I'm game dev or expert regarding game engines but I will take another Cryengine aRPG over another UE5 aRPG any day of the week because at least there is a balance of performance and visual fidelity with that engine, which UE5 severely lacks.

But it still would require you to drive back and forth to the scalper hundreds of times if you build a longer and wider road, even if those would be very short trips. I would prefer to do 10 longer trips and get 10x the dump truck capacity than 100 short trips.

To be honest even in current version of the game I feel it would be much better to have much, much bigger dump truck capacity, but limiting the quarry radius to just the quarry. I don't know why they didn't do it this way.

I've decided to buy this game, but I was curious about the DLC. Most sandbox games require you to buy the DLC to have the full experience. Is that the case with this one? Or is the base game good enough without it?

X4 requires no DLC to ply the game and enjoy it.

But then you said the `full experience`. For the full experience you need all the DLC as they all add something to the sandbox.
