Got a steering wheel to work in this game, how do i set up my controller for flight controls?

I don't have a racing wheel so take these as detailed last resorts, there's some esoteric weird multi-layer config stuff in here if you're willing to go that far. (There's a chance that none of this works with wheels or your existing wheel setup, but info is info.)

For using the dpad on the wheel:
If the wheel turning still works through Steam Input, you can use Steam Input to rebind your dpad directions to function as thumbstick directions.
If the wheel can, try toggling between DInput and XInput modes in case Steam Input only works for one of the modes.
If Steam Input is off the table, you could brave the buggy Configure launch option and see if you can bind Up/Down to your dpad directions; if it opens and works, Configure should let you bind multiple buttons to one input, so you could also bind dpad left/right to not need to steer in the menu.

For using a second controller on the side during flight sections:
Here it gets more cryptic. I'm aware of ways people have bound 2-4 different players to 1 controller (see guides for getting the Team Sonic/House Party of the Dead achievements with 1 controller). Theoretically there might be a reverse method to make 2 controllers control the same 1 player by changing parameters in the same way, but I don't know if it's possible.
Otherwise, braving the Configure launch option again (if it works), it should be possible to simultaneously bind an input for 1 player to both a controller input and a keyboard input, so if you set up your controller on the side to steer by imitating the configured keyboard inputs in Steam Input, this would let you use either the wheel or controller interchangably. This may make the controller thumbstick be diagonally stiff though. (I used a similar method when my controller didn't count pressing both triggers at once: I bound the gas/brakes in Configure to be keyboard presses that were rerouted back to being trigger presses in Steam Input and it bypassed the issue.)
In case Configure only lets you assign EITHER keyboard OR controller, that's when you might have to redo your existing wheel setup so that both your wheel and controller are counted as keyboard presses behind the scenes, so that you have enough buttons to bind everything twice.

To be able to do air tricks too:
Without a right-side thumbstick too, you won't be able to do any mid-air tricks/rolls/spins in this game (which is regardless of vehicle), but Crossworlds should work fine since its trick system uses the left stick. Not strictly required to finish this game, just makes it harder.
But if you do really want tricks and also nightmares about controller configuration, you could try to bind the wheel's dpad as a right thumbstick for tricks and then still switch to a controller on the side for plane sections...
...or use Steam Input to make a different button be a TOGGLE using Action Sets that makes the wheel's dpad switch between acting as a left or a right thumbstick (i.e. you manually press it when you enter or exit flight to change control schemes) to avoid needing the second controller at the cost of still having to choose between up/down flight or up/down tricks in a plane.
