Before 1.206, I had to go to the challenge. Now, the challenge is coming to be before I can improve my means.

1. That is part of the discussion, is that there is no "general" difficulty setting to match to a player's Elo.

2. The tweaking affects the difficulty. Meteors are generally considered a "chore", same as base raids are considered a "chore".

How can we expect Keen to put in the difficulty scaling and balancing, and variety, to avoid base raids from becoming a chore?

I couldn't disagree more with this. The first dozen or so times I started new games, they were on Earthlike (in the Star System map) because the spawn screen (and wikis) said it was "Easy". Then I tried Mars, which is supposed to be harder. Mars is a breeze compared to Earthlike!
When creating challenge after 1.206, the difficulty progression indicated by the spawns are expected to actually mean something.

Of course, but that's mainly because you need to map out all the ores,
I'm not talking about an ore mapping ship, I'm talking about a mobile base ship. Before building a mobile base rover on a planet, you've got to build a station.

you don't have to build a ship as you started in one. Just keep expanding until it doesn't make sense to do so anymore... by that time, you should have enough materials to not only build a nice ship, but arm it to the teeth.
You can't expand small grid, only the space start has large grid to expand. The planetary starts, with the small grid ship, force building a station.

More importantly, the respawn ship despawns when you logout, or on other conditions, it isn't intended to be a long term ship to expand on.
