If the calculated number is below the entered number it means it is not getting enough inputs or there is not enough places to get rid of outputs. Forcing it to a number when it doesn't have the resources or is too backed up will just give wrong values. You can put storage containers before and after to give it extra resources or give it a place for them to go if you really want it to show the number that you entered. Otherwise fix what is causing the limit.
