How to make the game punish war less

Punishing war is just another part of the woke agenda, Hariet Tubman as a world leader is just another example.
I generally agree with JerBeware here. Not so much what you are saying though. My stated reason is that punishing war at all is a staple for balancing 4X games and always has been. No 4X gamer wants the situation where you are clicking next turn a lot and waiting for the game to finally end and that happens with snowballing.

We have some partial agreement. The issue here is the way it was punished, as we have both pointed out, forces you to play the game in a way the developers like instead of the way you, the player, want to. In other words, war is punished not to prevent snowballing, but to prevent military play altogether. Their reasons may or may not have something to do with an agenda, I am not disputing or even addressing the validity of your post. Speculating on their motives is not interesting to me but I will not prevent others from doing so.

But I am not going to agree with a complaint about punishing military play at all, which is sometimes good and necessary. This was done well in civs 4 and 5 in my view, for example. Those games had a trade screen that worked for cities and other mechanisms in place that made it possible, though difficult, to maintain a large war exhausted and conquered populace. This game just gives you a simple permanent diplomatic income penalty that changes the way you must play forever after, and that only makes the game less fun.

That out of the way, if I was to speculate on their motives, the reason I am not sold on this being part of an agenda, well reasons there are two. First, the teams responsible for the guts of the game and the teams responsible for putting together historic leaders are different teams, and some of the former have lodged complaints against Firaxis places such as GlassDoor. So I cannot be convinced all the staff are in the same place ideologically. Second, and related, the game does force you to play militarily with its unlock system. Many civs must build a wonder and must win a military era victory to unlock parts of the game.

I am inclined instead to view this as a simple game design flaw. They wanted to do away with the trade screen, they did not consider the impact this would have on military play, and we are stuck with the result.
