A lot of skills in the game will barely go up at all without an utterly insane amount of forced grind... and if they're Minor Skills then they take vastly longer to level. If they're ALSO skills you never use on a normal basis, most players would never bother getting them up much past level 30 at all.

It isn't a matter of whether you get experience for minor skills or not. You won't get experience if you don't level your skills up, and if levelling the skills up is an absolutely cosmic chore, as it is for many of them even at Major Skill speed, then they won't get levelled up. Plus most players don't use optimised skill-raising methods.

The only skills in the game that level up super fast are Security, Alchemy, Mercantile, and Sneak if you repeatedly pickpocket a Skooma addict or Prisoner. Maybe Armorer if you have a ton of repair hammers and loot every piece of kit from every bandit you beat.
Magic skills level up a tad faster than they used to, but they're still slow if they're non-class-focused Minor skills (and Conjuration before 25 is a nightmare now), plus Magicka regen is a lot harder to get naturally because it isn't a product of total mana pool any more, so quaffing mana potions is basically mandatory.
Acrobatics takes a lot longer than it used to because you can't jump when you run out of Fatigue, and Fatigue runs out really fast when jumping constantly, so you have to be quaffing potions in order to raise that properly too.
Weapon skills are as tedious to level up as they ever were if they're not ones you use naturally for every fight in the game, and even then you'd only get them to 100 naturally if they were Majors.
Armor skills aren't based on the damage received but the number of hits, so you basically need to idle near weak enemies for at least an hour or so while keeping your health up in order to level them. They're not likely to cap out naturally. Block is more severe, though it gets easier past 75 once Shield Bash gets unlocked.
And obviously Athletics was always the slowest skill in the game to level, even if Major and class-focused. It wouldn't even get to 50 naturally. The only upside is that pressing Q will now keep the character automoving, so you can technically AFK it by swimming under a bridge or something overnight.... because it takes that long.

As such it makes more sense to set Major skills to things you will NOT use all the time and take a long time to train up because then it takes less time to grind them out under controlled conditions for experience. The only reason NOT to set them as Major is if you never intend to level them up at all.... and potentially limit your character growth.
