I guess the reason they dont want people pre-downloading it is perhaps to prevent file manipulation which might allow people to play the game early but still its super weird that they chose this route and kinda makes me nervous they might be hiding something.

Yeah, I suspect that since the other parts move within their general area, this one must be doing the same. It should be the bottles, and I probably got lucky on my playthrough with the obvious location. Most likely they are either around the water in general or on the part of the tower before the summit.
