No, Steam does not ban games with sexual content. There are still a lot of such games on Steam and new ones are constantly being released.
The tightening of the rules only applies to "extreme" things, such as sexual violence, incest, etc. Such games really have no place on Steam.
In any case, the developer just wants to make money by cutting the game into regular and NSFW content. Otherwise, he would have made this DLC free.
