You need to graffiti specific locations in each district of Hyland Point. Cans of spray paint can be bought at the Gas-Marts, along with spray paint cleaner if you feel like you need to redo your street art.

Each graffiti spot nets you something like 50 influence. At least in Westville. I don't know if things scale beyond that.

Another way to reduce influence is with each new customer you get. So between that, tagging graffiti spots, and killing cartel members when they do appear will help you reduce cartel influence in each area.
