No. I want to say that the game has the usual optimization characteristic of all UE5 games, if other UE5 games produce acceptable FPS, then this one should not differ from them.

Well.... there is many reasons for this...... first, the game is still kinda new... some people also waits for the next DLC to come, or all of them to come. So its easier to make the mods and etc etc.

Is the Mage's summoning level up skills kept in the remaster? And do we start with no city?

I said this in the wish list but my favorite thing about Fallen Enchantress was I got to summon an army with no city.

Start game
don't found even a single city
kill a ton of stuff to get levels
go mage and get all the summon skills
summon a superpowerful army just from level ups (air and fire elementals)
have fun. I beat Insanity difficulty like this.
Mana upkeep was negated by starting with Precipone's Crown
Mana was obtained either by culling summoned Skeletons OR summoning an outpost and gobbling up shards.
I was able to get I thiink 3 army size increases solely from the research i got from Lost Libraries

It was such a unique experience I fell in love with Fallen Enchantress.

Then came Sorcerer King....

Your sovereign is not on the map. Only a hero
Hero had no summoning tree. Closest was Necromancer's wraith but it was trash.
You started with a city.
City was absolutely mandatory. Everything was done with your starting shard. No shard = no progress of any kind.
Elementals were way, way deep into the research
On higher difficulties the summoned colossi were absolute complete utter total unusable trash.
Hypnotism was a consolation prize, and even then, you couldn't hypnotize the coolest looking guys like the SK's lieutenants.
