Solution:

It seems that there is a spawn fleet issue that uses a fallback encounter — the Reed encounter — before the cutscene. The fallback triggers when there is no room for the FEF fleet in the Veikhe system. It appears that I had populated Veikhe with three fleets, which is why the fallback triggers and the infinite story loop begins.

They told me they will patch the game eventually, but as a workaround, I just had to move one fleet away from Veikhe before the cutscene.

They even sent me a working savegame. Quite impressive from the devs!

And that's the problem. They can switch accounts, instead of banning IP Addresses like we used to do.

No, her kick, and really all of her attacks, are reactable.

However, it is possible you might be seeing a bug which I've seen posted recently for that boss where some of her attacks are messed up and hit with significantly extra phantom range and unaligned with her model, often hitting earlier in the animation which is extremely obvious when she does a spin based attack on slowed down recording.

Ex. I saw one slowed down showing her attack hitting someone when the actual spin was mostly facing away, slightly to the her right side from the player's vantage, or essentially only a bit over 50% of the animation completed before it should have hit which is obviously incorrect.

I've never seen the issue, myself, but have seen some others people have reported like Sorcerer Bo's hitbox being pretty screwed up. Fortunately she is still easy once you realize her basic pattern though long-winded due to attrition of that and her large health bar, but that is unrelated. Same boss has a bubble attack that seems finicky on the hitbox, too, but maybe only fighting her 2x before beating her I just didn't learn it properly so take with grain of salt.

However, more probable is you just weren't used to her or dodging wrong. You will see similar complaints about the Bride and Sorcerer Bo's boss fights.
