Add it that there is no time limit to leave this special queue, you only leave if you start sticking to matches from start to finish. The amount of matches you need to queue is based off the number of matches you abandoned/thrown by leaving. The more you leave, the more you have to stick to from start to finish.
Personally, I disagree with this take entirely. One of the greatest things about Team Fortress 2 is the drop-in/drop-out system. Punishing players at all for leaving goes against this system.
So instead we should just punish the players that stay in the game by leaving them with less teammates, and hope that autobalance and/or backfilling just sorts it out....until anyone who disagrees with being autobalanced/backfilled also leaves, and just repeats the cycle again?

You can't have your cake and eat it too. By making it so there is no punishment for leaving a match, you then create a scenario where the people that continue the match will suffer the consequences of those people leaving. Best case scenario is that autobalance just somehow sorts it out, but given that it is notorious for happening multiple times in a game, sometimes even going as far as swapping the same person multiple times, it's safe to say that it simply doesn't work more often than not. Even if we give the benefit of the doubt with any backfill, there's no guarantee that they'll stay in a match-in-progress if they get stuck on the losing team, especially the later it is into a round.

A quitter's queue is honestly a fair middle ground given that you get paired with like-minded individuals who share that sentiment, and it doesn't directly impact your ability to join/leave whenever you want unlike outright matchmaking penalties. Your match quality would straight up be influenced by your own commitment.

Friendlies abused being able to swap teams to kick people they didn't like. They actually removed that towards the end of Quickplay because of that.
I still think we could've kept the volunteer system though. It only needed minor improvements and wouldn't be as abusable as it was during Quickplay.
