Tariff is the same thing as if a highwaymen ambushed every caravan importing the goods and demanded to be paid a percentage of the value of the impoted goods - if you want that caravan to keep coming, it's owner will have to charge the buyers in the end extra so that the whole thing stays profitable - or take his business elsewhere where he does not get ambushed, which is already happening.

That's just a bad idea in general and it won't work.

Most of players can't afford \ won't buy it for €100, since most of players play the game for the weekly drops. Yet cheaters who pay $80 \ month for their undetectable cheats can afford it easily, so as a result you lose a big % of legit players, but won't get rid of cheaters, so it will barely affect the general cheaters percentage. As a result there won't be any point to play in that "Prime 2.0" due to extremely long queue times and still cheaters, so people will switch back to the regular prime in the end.

Overwatch for everyone who paid €100 is also very bad idea, since, again, rich cheaters can use it to abuse, and also the community itself proved many times that the majority of players can't even tell a cheater from a legit player. Overwatch should be allowed only for experienced and active players from the high skill groups (basically LEM+ competitive or >20k premier).

You might do better going direct with PC Specialist (a very good company I've used to great outcome) with a prebuild or configurator build and cut out the Curry's middleman so to speak. Fwiw though I'd go a bit higher, especially on the GPU, on the idea that Warhammer 2 won't be the only game you'll ever play.
