it has always been like this, even before the dlc.
in the olden times u just focussed on the guardian ships of the portals and the first warp in on a hostile sector.
u choose 2 connected hostile sectors, jumpt in via the gate, killed the 2 guardians of the gate, waited the 30-60 secs for the first warp in of a hostile hunter fleet killed it, and used the gate to the other connected sector and did the exact same thing, then rince and repeat untill ur cargohold was full.
ur gear always defined at what lvl u could pull this off, with a side effect of also farming negative rep to increase the amount strength and loot of warped in hunterfleets
