Though it is a graphics setting, you may also check if vsync is enabled. You need to disable it.
Generally speaking, your hardware specs are more than OK, that alone should defiinitely not cause this kind of problem.

My ideas:
- WIndows Recall is active and every hickup is the moment when it is taking a screenshot
- You have something running in the background which is fighting for CPU/GPU resources
- You may have some overheating problem and there is somewhere a thermal throttle active which slows your system unregularly down. But I doubt it's here the case, in this case the slowdown would be more continuous than happening in more or less short intervals ...
