Not really, you can now aim while moving, parry and duck, i'd say these are all improvements compared to the stuck in the mud Leon from Re4 2005.
Enemies now don't stop running when they close the distance but are much more aggressive and one shot stunning enemies isn't a thing anymore thank god because it made every interaction the same.

False. They are changes, but not necessarily improvements, and that is before you even account for things like worse game flow and D-ing down of the characters.

All TQ2 needs is for its campaign to be highly replay-able as well.

No.

It is still very much played right now, so maybe it would.

More people play D2 than D4, I am told.

There is no sort of freeplay mode, the tutorial is pretty long but once you're done with most of it you should have enough money to buy some property and build a house. Building a house consists of demolishing the old structure (sometimes you just buy an empty lot though), buying materials to build the house, but they aren't extremely expensive. You will have to do some side contracts in order to be able to have enough money to keep purchasing house supplies. Then once the house is built then you can do interior designing. I've never heard of the game Tiny Glade so I can't say for sure whether this game is like that or not.

I would try House Flipper or House Flipper 2 for that specific of a game-mode. Although you can play this game as interior design sim, it will just take more time to get to that point. If you want to do it super freely then you'd need to build your own house which is a lot more work that just interior design.
