Don't need a splitter as the very first belt, just T3 belts to match what's in the truck at T3 doors.

makes it sound like how fast parcels leave is in some way impacting your throughput when in theory it's totally irrelevant, if you can cram enough storage in you could notionally have T1 belts for all export doors and still keep up with the incoming doors.
well you need the splitters to send the packages down through two separate scanner queues to maximize input. since each straight belt can only hold "one" package at a time before accepting a new one, the splitter creates more of a time buffer post truck between packages so they don't get stuck waiting for a package infront of them to get out of the way.

Like in my 2nd image in the OP. that's the first door that's immediately split into two separate full scanning queues. it scans them faster than they can be offloaded, until it the exports queue/door get full.

You can see I've got a rack storage system there, to hold packages that can't go out that day. But I do feel I spend more time waiting for all my packages to finish exporting even post scanning than I do waiting for them during the period that packages arrive. Mostly at the denials stage because there's only "1" denial path that all cargo types might flow into.
