At one point i had a working formula for an excel spreadsheet. You would need to check in Global Defs.

=influence*EXP(influenceFallOff*E10/POWER(influence,1/influenceRadiusRoot))

Also GalCiv IV uses hexagonal distance formula. Although I've brought up a few times to just change it so its just a basic hex count. This oddly matters in many calculations.
