What is the intended length of the tutorial?
It may have just been a case of all of the conditions being right, but I completed the faction pacification quest the same turn I got it, got the first hero as the reward, and then the tutorial ended. There were still a bunch of things the game hadn't explained yet that had been locked out for the tutorial, and after I was playing normally I got a bunch of pop-up tooltips that looked like they should have been for the tutorial.

I have not count the turns tbf. I do agree that we should improve the communication to players to tell you "okay now keep playing" as right now once is finish the initial concepts it let you continue your game as a regular one.
On the other side and after the tutor we also have tips (that are some elements that will explain you other areas after finishing the tutorial).
Is there a particular elements you consider we should explain?
