A dev got back to me on this problem.
This is caused by the max limit of personal effects that a character can be affected by. The current limit is 64. They are aware of it, and have also got a fix for it. I was provided with a temporary fix that i'm currently testing, but depending on their implementation for the hotfix, it may not be worth distributing? For all I know i have been given a band-aid, for now.

Essentially, the max limitation for character effects is 6^2 (64). I was given a parameter edit that alters this to 7^2 (128). I was told it is "probably" stable, and the dev is not sure if it will work for dedicated servers.
