So kind of like the humiliate war goal, but instead it would be tech regression? Sooo like a war goal that deletes 10 of the enemies technologies?

This way it is better, to control their movement. But from Boardgame it is different.

Thats not a bug. That rule is in the rulebook (when you grant movement/attacks etc., you control it).
