Anyone wanna tell me why I'm getting this?

Can't launch the game.
Its been doing this for months.

I have no anti-virus which could interfer with steam.
And this is one of the rare game on my steam that does this error.

I have disabled my Antivirus
I have reinstalled the game
I have reinstalled steam
Wiped my machine and
revalidated my Bioshock files does anybody know how to fix?

So I know how to disable real time scanning normally, but I got a new computer and the free trial for mcafee is expired. I have no clue how to disable it with it being expired. Any help?

When attempting to start the game, it simply displays an "Installing..." popup that goes up to 100% and then fails, saying 'the Steam servers are too busy to handle my request (error code 53

This is why I HATE STEAM. Just bought this and can't play it.

Since the newest update, every time I try to run the game, it will not "finish" the installation without the error code 53 coming up saying Steam servers aren't responding. Verified game cache

with an Error 53 code.
Steps I have done to date:
1) Disabled all anti-virus (Only Anti-virus I have is Windows Defender)
2) Disabled Firewalls
3) Disabled all background services
4) Started in Safe
