Yes, I can confirm this. I had never played TESO before, and other games work fine for me, but since I started playing here, I constantly experience eye strain. At first, the game felt too blurry—mouse movements appeared unclear, and pixels seemed to blend into a messy mix.

I thought, maybe it’s my monitor? So I tested on different monitors with various panels: VA, IPS, and even TN. The problem persisted. I also tried changing color modes, gamma, brightness, sharpness, and toggling response time settings on the monitors—nothing helped.

Next, I disabled all blur and shaking effects in the game settings, but that didn’t improve anything either.

The only slight improvement came after increasing the in-game brightness, which made the colors less mixed. I also turned V-Sync ON because it was OFF by default. My monitors are only 60 Hz, while the game runs at about 100 FPS on default settings (if your PC is powerful enough). This mismatch caused the game to feel uncomfortable, especially during movements. After enabling V-Sync, the frame rate capped at 60 FPS to match the monitor’s refresh rate, and the gameplay became noticeably smoother and more comfortable.

However, it’s still not perfect. I think the colors are too blended—maybe the issue has to do with saturation?

I’ve never tried Reshade, and I assumed that different color modes in the game should make the visuals perfect.

It’s possible the problem lies with my eyes or the monitors (too old), but I’ve never had these issues while playing any other games on the same devices.
usually its better to have more fps than your monitor refresh rate. i.e my refresh rate is 165hz so i set fps limit to 180. If 60 then set to 90-100 (for smoothness). Also dont forget that v-sync adds input lag (on some PCs and in some games its noticeable)
