Yes there are a number of possible bonuses that you can get from population. Mainly from buildings, spells, or governor bonuses so it depends a bit on your build.

There is obvious desync, my entire group has been talking about it nonstop.

It's really not, I just ended up playing a whole lot of 1100 level opponents because my 1100 friend finally came back in prep for the new buildings thing coming up. These are players that take turn 1 loans and buy techs round 1 and overlevel chaff. they're not worried about value, they're picking what they think will work from a "kill the other guy" mentality. You might want to actually go play or spectate some lower MMR games, because by the time they're making decisions around economy they've long since learned to play strengths and weaknesses.

The most common economic problem is the exact OPPOSITE of playing for technical value: it's spending way more countering a problem than their opponent did! Overcommits are still easy to bait out to at least 1200, wasn't till 1300-1400 that players start consistantly being careful about it.
