The only thing that they should bother detecting are actions that are nothing but a negative to their own team. I'm talking about destroying your own items, this would apply strictly to items that are going to change the outcome of a game. Destroying a tango from backpack for a lotus or something obviously shouldnt be flagged, destroying a bkb/bfly/etc should be detectable and unless there was a legitimate reason for the item to be on the ground. I'm thinking mismanagement of items in rosh pit or something, can't see myself ever doing this but I can at least imagine a scenario where a bad player does lose a high value item because they panic in the pit. I think 99.999% of players agree that breaking items or leaving them to be broken is just an attempt to throw the game. (Honestly the only value this mechanic has is to detect whether or not somebody is actively trying to throw or not, outside of that there really is no reason for this to be a game mechanic.)

Outright not playing your role or doing everything in your power to get other players killed through misuse of abilities could also be flagged but you admittedly need to be careful here and the option to disable "help" from allies will save you from a dude trying to abuse a force-staff, its not always this clear-cut though. Can easily think of situations where I got cold embraced by a ww and thought it was horrible positioning/timing but if they're actually a bad/newer player I can understand why they did it, even if I think it was dumb.

Long story short I agree with you for the most part, I do think breaking items is the most clear-cut metric anybody can ask for though.
