Thank you!. Yes turned out it is not that hard once it figured out. When I finally clicked on the building, it says generate 2 AP every turn within 1 adjescent tile.

I somehow also misunderstood the logic. Because in the intro it says the buildings emit signals that interfering with AP regen. But then Kaidan indeed says move close to the buildings to block the signal. (wut?)
Moreover, those buildings designed to be destroyable.

But problem solved :D
