After a second playthrough, I think my opinion changed. I like the game a lot, but.. still think there could of been slightly more.

First Playthrough Thoughts [spoilers]

I agree, it's handled weirdly. I like the idea of it - the Loyalists get greedy, they start using the tools of their enemies with Campbell's black book, and they realize how close they are to total power. But it's poorly executed.

Several characters tell you that the Loyalists were afraid they'd be held accountable for the things Corvo did. But Low Chaos Corvo is potentially guilty of as little as some breaking and entering, a few kidnappings, and multiple justified hits on provable traitors. The only questionable target (who is actually harmed, so not counting Sokolov) is Lady Boyle. Everyone else was SUPER guilty of high treason.

Sure, the nobility might hassle them for their history of disappearing their opponents, but they'll be pardoned for everything when they crown Emily. More than pardons, they'd be anointed as heroes!

Sure, the allure of ultimate power outstrips cushy positions and commendations, but even if you want to inherit responsibility for the hellhole Dunwall's become - the whole plan is doomed because the one person they cannot kill to cover up is Emily herself. How were they expecting to explain her dad and all those nice people at the Hound Pits Pub conveniently disappearing while the PA broadcasts that Corvo is still public enemy #1 and the new Lord Regent bravely rescued Emily from his clutches? They correctly identified that they'd never be able to control Emily with Corvo around, but it's even harder to control her if she hates them with everything she has.

Also, using Corvo as a scapegoat for the potentially nonexistent bloodshed doesn't even work because when you return to the Hound Pits Pub, the soldiers there talk about Havelock working with Corvo (albeit keeping him chained up and only let out to do his dirty work), which.... ???? What is the story here? I don't get it? That's still treason! It's a worse cover up than having Corvo be a hero!

The whole thing makes perfect sense on High Chaos, where everyone gets desensitized to murder, paranoia runs rampant, and your allies are afraid that you'll go after them next. But Low Chaos should have done something else. The plot relies on at least one of the Loyalists betraying you and I'm fine with that, but maybe Martin or Pendleton could have defected to your side depending on how you handled their factions (not killing any Overseers and branding Campbell for Martin; sparing the brothers, not disrupting Lady Boyle's party, and doing the duel sidequest for Treavor.) And you could still get sent to the Flooded District by Samuel telling Corvo he needs to hide out for a while.

I don't get why Samuel was involved in the poisoning either. They tipped their hand for no reason. Why couldn't they put poison in a glass themselves like properly paranoid backstabbers, and then kill Samuel with the rest of the servants instead of giving him an opportunity to screw with their plans and flee? It would have made way more sense if Samuel overheard the poisoning instead of being told to do it. Have him dump half the glass and water it down if Corvo must be poisoned by plot fiat.

Also, you raise a good point about Loyalists trying to kill Sokolov and Piero. I hadn't thought of that before, but yeah, excellent idea killing the only two people who've done anything to stop the plague from devouring the city they want to inherit.
